Before he was brought into the First Presidency-wholly out of left field to an outside perspective-J. Reuben Clark was a longtime government official. While serving as Under-Secretary under Secretary of State Frank Kellogg, Clark created a lengthy memorandum (prepared in two months, as Kellogg's request) that assessed the US perspective on Latin American in light of the influential Monroe Doctrine that had long defined much of American foreign policy. This was one of Clark's last key publications while in government service and perhaps the hardest piece of his output to acquire-just our third copy ever. Condition: Very good. Item #38847
