Sir please Pay Willard Richards. fifty dollars out of any money in the Treasury not otherwise appropriated. which was allowed by the city council. for his services as Recorder previous to the 10th of February 1844. -

Willard Richards, an apostle since 1840, was appointed city recorder in August 1843 (he held similar positions on the ecclesiastical side).
As frequently occurred in Joseph Smith's office, especially in Nauvoo, a clerk signed this for Smith-in this case WW Phelps (per Joseph Smith Papers personnel). Item #41388
